Bilkent University’s policy is based on the principle that the Internet and computing facilities provided by the university to its students and staff are intended solely for academic and professional purposes. The university places high importance on the misuse or abuse of computing services and takes this unlawful activity very seriously. Violation of rules may result in action including suspension of lab privileges, disciplinary action, legal investigation or reporting to legal authorities.
All network activity resulting in spam, humiliation of other people and/or organization, hindering academic work of others, causing traffic congestion, publishing and transferring files which do not pertain to academic work will be considered abuse of the network.
Specifically, the network may not be used for the following purposes:
- Attempting unauthorized access to computers, servers or accounts.
- Sending unsolicited messages (SPAM messages) such as commercial advertisements and announcements.
- Using another user’s mail server to send messages without the user’s explicit permission.
- Creating network traffic that will affect or disrupt the quality of service of the network.
- Producing and distributing obscene or offensive materials that are inappropriate for their intended use (except for academic and research purposes).
- Production and distribution of material that is unsubstantiated, disturbing or causes unwarranted alarm.
- Production and distribution of defamatory and libelous material.
- Distribution of copyrighted material that violates the intellectual rights of others.
- Deliberate unauthorized use of national or international services over the network.
- Deliberate practices such as the erasure of data of others or disrupting their work.
- Generating traffic on the network which prevents others from using it.
- Repeatedly using software which blocks operation of the network and generates excessive traffic.
